Final two pandemic-delayed BTO projects completed: HDB
The two Build-to-Order (BTO) jobs, Punggol Point Cove (Phase 2) and Kempas Residences, note the conclusion of HDB’s pandemic-delayed real estate projects. Overall, the 92 plans have supplied over 75,800 brand-new apartments to Singaporeans over the last 5 years.
The 22 house projects included two Shorter Waiting Time (SWT) projects, that were finished within a waiting period of much less than three years. The SWT plans, Parc Glen at Tengah and Grove Spring at Yishun, made up a total of 1,995 condos.
As at Jan 15, 37 houses or about 7% of 555 lined up units have gotten their keys.

In 2024, HDB completed a total of 22 home ventures, 17 of which were delayed by the pandemic. With the exemption of one that was delayed because of non-pandemic causes, the standing four housing plans were finished in a timely manner.
At present, 110 HDB home jobs are under development, up from 95 a year ago due to the increase in BTO supply in recent years. HDB says it is on track to finish around 17,000 condos across 27 projects in 2025.
According to HDB, the completion of Punggol Point Cove (Phase 2) denotes the conclusion of all flats in the Punggol Point District. This includes Punggol Point Cove (Phase 1), Punggol Point Woods and Punggol Point Crown BTO projects, that were finished in 2024.
Situated around New Punggol Roadway, Punggol Point Cove (Phase 2) makes up 1,179 units of two-room flexi, 3-, four- and five-room condos across 6 non commercial blocks. Following pandemic delays, the project’s last block was finished 12 months from its original Probable Completion Date (PCD) at an earlier time this month.
The final block, which was postponed by six months from its original PCD, was finished in mid-January.
The standing projects had waiting times of up to five years. Overall, over 18,000 apartments were completed in 2024, states HDB.
Located between Serangoon Roadway, Lavender Street and Boon Kheng Road, Kempas Residences BTO project has 583 units of two-room flexi, three-, four-room flats throughout four residential blocks.

Flat homeowners of Punggol Point Cove (Phase 2) have actually been obtaining the keys to their new house ever since November 2024, whilst key collection for Kempas Residence started in mid-January this year.
